Figures released on 17 November 2014 for the start of Road Safety Week 2014 by Brake, Specsavers and RSA Insurance, show the extent of ‘careless driving’ and speeding offences across the UK. Almost one million fixed penalty notices were issued nationally for these offences in 2013: 950,505 for speeding and 17,483 for careless driving. A full breakdown is available by region, postcode area and offence.

The figures are drawn from analysis by Brake of data provided by the DVLA in September 2014, and are combined totals of the major careless driving and speeding offences (listed at the bottom of the page).

Below are totals for each region, and the top 10 postcodes for careless driving and speeding offences nationally. Top postcodes within each region are available by filtering/sorting the full postcode breakdown.

Fixed penalty notices for careless driving offences were newly introduced in August 2013, to make it easier for police to catch and prosecute those driving without due care and attention or consideration for other road users, without going through lengthy court proceedings.

*Northern Ireland is under-represented in the DVLA data as driver licensing is handled separately by the Driver & Vehicle Agency Northern Ireland (DVANI). Additionally, police in Northern Ireland do not have the power to issue fixed penalty notices for careless driving. Careless driving totals consist of the following offences:

CD10: Driving without due care and attention
CD20: Driving without reasonable consideration for other road users

SP10: Exceeding goods vehicle speed limits
SP20: Exceeding speed limit for type of vehicle (excluding goods or passenger vehicles)
SP30: Exceeding statutory speed limit on a public road
SP40: Exceeding passenger vehicle speed limit
SP50: Exceeding speed limit on a motorway
SP60: Undefined speed limit offence
